The Courts Bundle PPP Project was announced as part of the Government’s €2¼ billion Infrastructure Stimulus Package in July 2012.
The Courts Bundle PPP Project comprises the development of new courthouse buildings in Drogheda, Letterkenny, Limerick and Wexford and also the refurbishment and extension works to existing courthouses in Cork, Mullingar and Waterford. These priority projects, as identified by the Courts Service, will help to deliver improvements leading to reduced waiting times and reduced costs of litigation. Also, the improvements in court buildings in city and county town locations around the country will allow the rationalisation of court sittings and help achieve efficiencies in delivering services through the use of improved facilities and technology.

Drogheda, Letterkenny and Wexford courthouses reached Service Commencement on 6th June, 27th November and 22nd December 2017 respectively. Limerick, Waterford, Cork and Mullingar courthouses reached Service Commencement on 5th February, 2nd March, 9th April and 23rd July 2018 respectively.
The Mullingar Courthouse was officially opened on 23rd November 2018 by The Hon. Mr. Justice Frank Clarke, Chief Justice and Minister for Justice and Equality, Mr. Charlie Flanagan.
On 17 April 2014 the NDFA published a Contract Notice on eTenders. Five expressions of interest were received by the deadline for pre-qualification submissions on 12 June 2014. Following evaluation four consortia were shortlisted, details are available here.
The Invitation to Negotiate (ITN) was issued in October 2014 and tenders were received in March 2015. Following a detailed evaluation process the BAM PGGM consortium was selected as preferred tenderer on 12 June 2015. On 18 December 2015, the NDFA in its capacity as procuring agent on behalf of the Courts Service, awarded the contract to BAM PPPPGGM.
The financing structure is a fully funded solution structured and arranged by the Bank of Tokyo-Mitsubishi UFJ. Ltd (MUFG).
