The National Development Finance Agency (NDFA) and Health Service Executive (HSE) hereafter referred to as the Authority, gives notice of its intention to procure by Public Private Partnership (PPP) the design, build, finance and provision of services to a bundle of Community Nursing Units (CNUs) (the “Project”) in Ireland.
A third phase of public private partnership (PPP) projects was announced in September 2015 at the launch of Building on Recovery: Infrastructure and Capital Investment 2016-2021 by the Department of Public Expenditure and Reform. As part of the expenditure anticipated for health a PPP project with a capital value of €150million was announced.
Up to nine locations for CNUs are being considered for inclusion in the PPP Bundle and are being developed by the HSE to be brought through to a preliminary design and statutory planning process. Locations that are not included in the PPP bundle will likely be delivered using direct exchequer funding.
The project will consist of up to nine sites as follows:

The Authority reserves the option to add further and/or substitute sites for those already identified and details of the final composition of the Project will be confirmed in the Contract Notice for the Project.
The CNUs identified will include accommodation for between 50-130 beds per unit and some of the CNUs identified will include accommodation for therapy space, full production kitchens and a day centre.
The CNUs are expected to range in size from approximately 4,000 m2 to 10,000 m2 gross floor area. It is not envisaged that any healthcare or health care-related services will be provided by the PPP Company. The PPP Company will be selected to design, build, maintain and finance the Project with the provision of some facilities management services. All staff, clinical and support involved in the delivery of direct patient care will continue to be managed by the HSE. The HSE will be responsible for providing the site for each development, with a licence to be granted in favour of the PPP Company for the term of the PPP Contract.

A PIN notice about this project was published in August 2019.
The Authority intends to publish a Contract Notice by the end of 2019.
