A key strategic link in the national road network, the upgrade to the N11 was developed along with the Newlands Cross junction upgrade as a single PPP contract. The N11 upgrade will improve road safety on a notoriously dangerous stretch of road and will also include the first on-line service station on the N11, at Gorey. The Newlands Cross fly-over removes the last traffic light between Cork, Limerick, Waterford and the border with Northern Ireland.

The project reached financial close in April 2013 with the contract awarded to a consortium comprising BAM PPP and Dutch pension fund administrator PGGM Infrastructure Cooperatie.
This was the first project in the second roads PPP programme to reach financial close, with debt funding of more than €160m provided by Bank of Ireland, EIB and the National Pensions Reserve Fund acting as a standby lender.
Construction of the scheme has been completed.
