The Primary Care Centre PPP Project, with a capital value of approximately €115m, was announced as part of the Government’s €2.25bn Infrastructure Stimulus Package in 2012. The project comprises 14 developments, including sites from each of the 4 HSE regions being delivered as part of a single PPP contract. Each of the Primary Care Centres will include accommodation for primary care centre services and GP services. In addition a number of centres will include a wider range of community based services such as:
The HSE was responsible for providing the site for each development. The centres range in size from approximately 1,500m² to 5,000m² gross floor area. Details of relevant planning references are available here.
Construction commenced across all 14 sites in June 2016 with varying programme durations based on scale and site constraints. The table below indicates the current status of each Primary Care Centre.

Minister for Health Simon Harris officially opened the Limerick Primary Care Centre on 12 February, and the Coolock and Kilcock Primary Care Centres on 26th February 2018.
The NDFA published a prior information notice (PIN) on 15th November 2013 in the OJEU through etenders. The PIN can be viewed here.

The NDFA published a contract notice in the OJEU on 19 December 2013. The contract notice can be viewed here. The Four submissions were received by the closing date and following evaluation three consortia were shortlisted.
Following a detailed tender evaluation process the Prime-Balfour Beatty consortium was selected as Preferred Tenderer on 14th May 2015.
Financial Close and Contract Award occurred on 25 May 2016 with construction commencing on all 14 sites shortly after this date. A press release with further details is available here.
