The contract for Bundle 1 of the Social Housing PPP programme was awarded on 19th March 2019 to the Comhar Housing consortium, a consortium that includes Macquarie Capital, John Sisk and Sons Ltd., Choice Housing Ireland Ltd. and Oaklee Housing.

Construction commenced immediately and all homes have been delivered and are now occupied.
The homes remain in local authority ownership with the Comhar Housing Consortium providing maintenance and tenancy management services for a 25 year service period.
Project Background
The 2nd phase of the Government’s PPP programme, announced by the Minister for Public Expenditure and Reform, Brendan Howlin T.D in Budget 2015, envisages a programme to invest €300million in social housing and is expected to comprise
- development of up to 1,500 housing units as a number of ‘bundles’ of sites;
- provision of services to the developments over a 25 year period following construction that will include the maintenance and upkeep of the housing; and
- return of the asset after 25 years in a pre-defined condition.
The Department of Housing, Local Government & Heritage is the sanctioning authority for the Programme with NDFA acting as financial advisor, procuring authority and project manager.

On 13th October 2015 the Minister for the Environment, Community and Local Government Alan Kelly T.D and the Minister for Housing, Planning and Co-ordination of Construction, Paudie Coffey T.D., announced the location of the 6 sites comprising the 1st bundle as follows:
