The 2nd phase of the Government’s current PPP programme, announced by the Minister for Public Expenditure and Reform, Brendan Howlin T.D in Budget 2015, envisages a programme to invest €300million in social housing and is expected to comprise
The Department of Housing, Planning, Community and Local Government are the sanctioning authority for the Programme with NDFA acting as financial advisor, procuring authority and project manager.
On 21st July 2016, the Minister for Housing, Planning, Community and Local Government Simon Coveney T.D. announced the location of the 8 sites comprising the 2nd bundle of the Social Housing PPP Programme as follows:

A Contract Notice was published on 26 February 2018 and following a pre-qualification process, four candidates were shortlisted and have been invited to tender. Tenders were received on 15 February 2019 and are currently being evaluated.
It is anticipated that a Preferred Tenderer will be announced in Q2 2019 with construction due to start later in the year. Further updates will be provided as the procurement process progresses.
A design team was appointed to the project in February 2017 and planning approvals are now in place for all the sites.
In June 2016 a multi-party framework was awarded for certain technical advisory services for the Social Housing PPP Programme. Details of the firms appointed to the framework are available here.
A “Meet the Buyer” event with Enterprise Ireland in relation to Bundle 2 of the Social Housing PPP Programme was held in October 2018 at the Charleville Part Hotel in Cork.
It is intended that a similar event will be organized with the Preferred Tenderer, once announced.
