Background

Dublin City Council (DCC), supported by the National Development Finance Agency (NDFA), is progressing a major Home Building Programme to deliver approximately 4,000 new homes on council-owned sites across Dublin.

The programme forms a key component of DCC's direct housing delivery pipeline and is being delivered primarily through a Design & Build (D&B) delivery model.

A Prior Information Notice (PIN) for the programme was published on 4 March 2026

Procurement

The procurement competition for the Home Building Programme has commenced through two multi-party Design & Build contractor frameworks. The competition is currently at pre-qualification stage and comprises two initial call-off competitions covering five housing developments across Dublin.
