The NDFA published a Contract Notice in the OJEU on 31 October 2013. Five submissions were received and three consortia were shortlisted to submit tenders. Final tenders were received in November 2014.
Following a detailed tender evaluation process the Eriugena consortium was selected as preferred tenderer in March 2015.
Financial Close was achieved on 28 March 2018. Construction was completed and services commenced on the East Quad in December 2020, and the Central Quad in March 2021.

Project Background
In September 2010, the Irish Government launched a major new urban regeneration development programme including state of the art mental health facilities, a purpose-built third level education campus for the Technological University of Dublin (“TU Dublin”) and a variety of public amenities, to be built on the grounds of the former St. Brendan’s Hospital in Grangegorman, Dublin 7.
This development included the “TU Dublin Campus at Grangegorman – East and Central Quads PPP Project”, which was delivered under a single contract to design, build, finance and maintain the two academic quad buildings for 25 years.
The Approving Authority for this project is the Department of Further and Higher Education, Research, Innovation and Science. The Grangegorman Development Agency is the Sponsoring Agency. The NDFA is the procuring body acting for and on behalf of the Minister for Further and Higher Education, Research, Innovation and Science and the financial adviser for the project.
TU Dublin is the end user of the facilities.
