Following a pre-qualification process, three candidates were shortlisted and invited to participate in dialogue in 2020.

Three tenders were received in early 2021 with the preferred tenderer appointed in late 2021.

The preferred tenderer Enbarr Partnership comprises Macquarie Corporate Holdings PTY Ltd. (equity provider), JJ Rhatigan & Company (construction contractor) and Sodexo Ireland Ltd. (facilities management).

The project is currently expected to achieve financial close/contract award later this year with construction activities to commence immediately thereafter.

Meet the Buyer Events June 2022

Enterprise Ireland, in association with the NDFA and The Department of Further and Higher Education, Research, Innovation & Science and the Higher Education Authority held two ‘Meet the Buyer’ events for this project:

These events offered companies of all sizes the opportunity to meet with the construction contractor, JJ Rhatigan & Company, and facilities management provider Sodexo Ireland Ltd., and the chance to pitch for business. Construction, engineering, mechanical and electrical companies, as well as companies in related sectors, were invited to attend.

Project Background

On 16 October 2017, the Minister for Education and Skills, Richard Bruton T.D. and the Minister of State for Higher Education, Mary Mitchell O’Connor T.D., announced a PPP programme for the Higher Education sector. The NDFA is procuring the PPP programme on behalf of the Department of Further and Higher Education, Research, Innovation & Science and the Higher Education Authority. The NDFA is the financial adviser for the PPP programme.

This investment under Project Ireland 2040 will be in two bundles with a focus on STEM, ICT, Engineering and Life Sciences at 11 Institutes of Technology and Technological University campus locations around Ireland.
