The contract for Bundle 2 of the Higher Education PPP programme was awarded on 26th June 2025 to Invesis Coöperatie U.A., who will deliver the project through a consortium comprising Invesis Coöperatie U.A. (equity provider), BAM Building Ltd. (construction contractor) and BAM FM Ireland Ltd. (facilities management).

The project will be funded by the European Investment Bank, Allied Irish Banks, Bank of Ireland and Rabobank

Project Background

On 16 October 2017, the Minister for Education and Skills, Richard Bruton T.D. and the Minister of State for Higher Education, Mary Mitchell O’Connor T.D., announced a PPP programme for the Higher Education sector. The NDFA will procure the PPP programme on behalf of the Department of Further and Higher Education, Research, Innovation & Science and the Higher Education Authority. The NDFA is the financial adviser for the PPP programme.

This investment under Project Ireland 2040 is in two bundles with a focus on STEM, ICT, Engineering and Life Sciences at 11 Higher Education Institutions located around Ireland.
